Health insurance companies: Seizure of outstanding additional contributions has started

Anyone who has not yet paid any additional health insurance contributions should do so as soon as possible. Some health insurance companies have started to seize garnished insured persons with the help of the main customs offices.

Health insurers are burdened by high default costs
Only a minority of health insurance companies currently depend on the payment of additional contributions. But it is precisely the health insurance companies that are heavily reliant on the flat-rate contributions and are now beginning to gradually seize those unwilling to pay. Experts believe that around 10 to 30 percent of the cash register members currently refuse to pay. The damage to the cash registers is likely to be in the double-digit million range. Actually, this is a public law requirement that in principle may only be collected by the health insurance companies themselves. However, under certain conditions, individual legislation allows debt collection using external help. The bureaucratic effort of the health insurance companies clearly exceeds the capacities of the insurance companies. The costs of collection through reminders significantly reduce the targeted financial benefits of the additional contributions.

Customs offices collect missing additional contributions
The main customs office now comes to help. The first statutory health insurance companies have already started to transmit the data of the payment refusal to the authority. If a member of the till refuses to pay the additional contribution for months despite numerous payment requests and reminders, a garnishment is initiated. The authority will first try to claim the open amount by cover letter. However, this procedure is likely to entail additional costs for the refusal to pay. If an insured person still does not pay afterwards, the additional contributions will be obtained by attachment of wages or pensions. Garnishments of household goods and furnishings are also possible.

How can a seizure of the additional contribution be prevented?
Those who have so far refused to pay the additional contribution should do so as soon as possible. A seizure can only be prevented if the affected person reports to their health insurance company as soon as possible and pays the additional contribution including late payment surcharge. If you cannot pay the open amount at once, you should try to arrange payment in installments. However, the health insurance companies are not obliged to do this. Legal "resistance" is not possible.

The legal situation is clear
The legal situation stipulates that all insured persons must pay the additional contribution. Those who are dependent on unemployment benefit II payments must therefore pay the additional contribution as well as high income groups. The legislator and the health insurance companies make no difference. The only way to escape the additional contribution is the possibility of special cancellation if the additional contribution is raised or increased. After notification by the health insurance company, insured persons have the right to change within eight weeks. If you let this time pass, you can then only exercise the regular right of termination. (sb)
